you probably want to use a stencil, like one of these:

Reply:Stencils would work.
Another option is to paint the walls purple and put actual black lace or other sheer fabric over it. This can be applied by saturating the fabric in liquid starch, squeezing out the excess, then smoothing it onto the wall making sure to keep the edges straight. Trim top and bottom as you would wallpaper (with a razor). After it's dried it will stick to the wall nicely. If any area comes loose, lightly spritz it with water and pat it back in place.
One of the nice things about this technique is that all you have to do to remove the fabric is spritz with water, remove the fabric, then use a damp cloth to remove the rest of the starch. It doesn't damage the wall in any way or leave behind any texture the way stenciling often does.
The down side is that unless you can find really inexpensive fabric, it can cost more. If the fabric is 50% cotton or more, it will fade if exposed to direct sunlight.
I've used this technique a few times and have enjoyed the results very much, particularly when I wanted the window treatment to match exactly or coordinate more easily.
